Our plan is to use a standard cloud offering (such as Amazon) and install the software we need.  To this end we will use a Ubuntu desktop set-up to develop on, and can then more easily install it on the cloud server when we need to.

If we wanted it done for us then there are companies who offer GeoServer hosting for a fee:
