Steven Feldman of knowwhere consulting provides this list of Historic Map Links, with thanks to Kimberley Kowal, Lead Curator Digital Mapping at The British Library.

Among the list on the resources page of the Historical GIS Research Network there are sources of free maps and data (under Historical map servers and other data sources), as well as other organisations, software and web links.
